Every time I do sprint planning and add an assignee it always shows alphabetical and I have to search for users. Is there a way to display the most commonly assigned users in a project at the top or maybe star some that moves them a head of alphabetical list? This would just speed up the process a lot.

No, there is no such feature currently. But you could search to see if such a Suggestion already exists, and create a Suggestion one if it doesn't, here:

Are you working with a Company Managed project? If so, you could limit the number of users that are available to be Assigned by modifying the Assignable Users permission. You would not be able to assign an issue to a user that does not have that permission if you choose to make that customization.
Ok thanks for the update. I will submit a new feature request. I am working in a company managed project and all 300 people are in the list to pick from as it is a private project but we add a security group with everyone in it for all projects.
