Is there a way of ordering a mix of status-to-status and Any-to-status transitions?

Any-to-status transitions always appear before (above) status-to-status transitions in the issue view, regardless of he assignment on opsbar sequences.  Is there a way of ordering the transitions?

Check the order of your statuses under settings > issues > statuses. Please understand that in Cloud statuses (at this time) are global so changes will be reflected for all project. If you are using a Team Managed Project, statuses are unique to each project. However, I do not believe reordering is possible unless you start from scratch and add in a specific order.
