Cloud apps do not plug directly into the Jira Cloud "server", they either live alongside it, or they are external to it. Whichever way you do it though, their only access to Cloud is via Cloud's REST API.
So, the short answer is a technical "no" - you can't write apps that provide REST endpoints directly in Cloud. But you can write apps that provide their own REST endpoints and talk to Cloud about what arrives on those.
