Dear friends,
I found that i still can tag inactivate user in issues which they've ever worked on. My organization doesn't want this because staffs may tag a wrong person (tag inactivate user) in comments. Can you please tell me a way to avoid tagging inactive user in comment.

all users that have access to an issue can be tagged.
That means that inactive users that are still in user groups / roles / fields that give "Browse project permission" (to that issue) can still be tagged in a comment.
In an instance where permissions are based on roles > groups rather than individual users (as it should be), cleaning up the groups from an inactive user should do the trick.
Perhaps this is a possibility for your instance?

Thanks @Tessa Tuteleers , i tried from your way but it didn't work. I still can tag inactive user. I removed them from any group. I also revoked permission from these users so they don't have any role.
