I'm getting this error message while importing excel file to jira.

there is little we can assist with here without details of your CSV. What I might suggest is to simplify your CSV to a bare minimum set of fields just to see if you can get a few issues imported. For example just create a summary in description and see if importing that creates new issues successfully. You can basically continue to add in fields until you discover the culprit.
