How to upload custom icon image for priority using jira browser .

It seems like it is possibly to do this by uploading the icons to an issue. The important part is to then go to "Manage Attachments" in that issue (which I could not find in the new layout, so switched back to the old layout), and then copy the url directly from the link at the file name. Do not follow the link and let that URL resolve. Use the link as it is under "Manage Attachments".

However If some user do not have access to specific issue types then how icon image url will not be accessible.

Please suggest.

Thank you for reaching out to Atlassian Community!

When using Jira Cloud, the priority icons are added to the system settings, so users should be able to view the icon on tickets, even if they don't have access to the ticket where the icon is attached.

On the new issue view, currently, it's not possible to manage attachment, so for the workaround to get the image URL, it will be necessary to use a ticket using the old issue view.

You didn't answer the OP concern though, which is still an issue - The users whom don't have permission under the `/secure/` branch seem to received 403/errors loading the images from these attachments
