You should have a billing Admin on the account and they should have access. If that person left you will need to submit a ticket on support.atlassian.com
The person registered as the billing account owner can update the billing information, as a site admin you should have access to do this: https://support.atlassian.com/subscriptions-and-billing/docs/update-your-contact-address/
