How to open a Jira cloud bug

Hi, It seems Jira has made it impossible to report a bug. I am trying to find a way to submit one for Jira cloud and cannot find a way to do it. I am not allowed to create it from here: https://jira.atlassian.com/browse/JRACLOUD-69876 - says no Edit rights

I cannot do it from here either: https://support.atlassian.com/contact/#/

I cannot make a product suggestion too: https://jira.atlassian.com/secure/Dashboard.jspa?selectPageId=10440

Nothing works, it is very frustrating...

And the bug I would like to submit is actually quite unpleasant one. Jira cloud is sometimes not displaying the full content of the description field and you can only see it if you click on it to edit. This creates a risk that the developers are actually missing out on some requirements and I have to ask them explicitly to always click on the description to be sure they have seen the whole of it.

Being an end user, There is no channel to raise a bug.

We can raise our technical questions to "Atlassian Support" . Once there is no workaround in their bucket. Atlassian People will drop us an email by mentioning a ticket is raised in "Jira.Atlassian.com "

Thank you for the quick reply but it is not really helpful. What do you mean by: "We can raise our technical questions to "Atlassian Support" ."? I could not find a way to raise anything to the support. 

Who could raise a ticket for me and where? The issue I would like to report is not a trivial one and could be very unpleasant for a lot of people using Jira cloud. They should be aware of it. I could not see/find a similar one raised so far.
