How to migrate selected set of Jira projects and users to Jira cloud?

Question

We are planning to migrate selected set of jira projects with selected set of users from our jira server to jira cloud?

* is this possible with current features? 
* if Yes, What are the steps we should follow to achieve this?

The migration assistant does have limitations, that is true. There are other methods as well, but those have limitations too.

Is there any alternate method rather than Assistance because we can see considerable amount of limitations in the Assistance
