In a Jira ticket where I'm not the Reporter, Assignee, or Watcher, I won't get any notification when someone mentions (using @) me in the ticket comments.
I found a solution in Jira Software Support, and looked everywhere in my Jira Personal Settings, but couldn't find the location of 'Email notifications for issue activity' as described in the solution. (see screenshot below)
So how can I get notifications when someone mentions me in comments?
I believe you must have them in browse users and groups in System Global Permissions as well.

By default, each user will receive notification when someone mention him.
Please go to your personam setting and verify that "Someone mentions you" ha been checked

The screenshot you shared is exactly what I was looking for. But sadly my Jira personal setting looks different from yours, which does not have 'Email notifications for issue activity'. Please see below:
Instead, my Jira has 'Slack notifications' in the 'Tools' dropdown, which only allows me to receive messages when I am an Assignee or Watcher of a ticket, not when someone mentions me in the comments.

probably you are on a server instance and not on cloud one. For server/data center instances you can't perform that setup.
Please confirm.
