Hi,
I want to create a dashboard which shows number of active and inactive users in jira on monthly basis trend.
Please suggest me how i can achieve this.

There is no possibility to add a gadget of such kind to a dashboard as user management is limited to Organization/Site Administrators.
I just found a third-party app called User Management by Toros which might be interesting, haven't tried it yet though.
