I know of no such capability built into Jira Cloud to do that. You may want to investigate cloud backup processes or marketplace addons with your site admin.
Before you do those things, I suggest describing what problem you are trying to solve with that level of "baselining" content and status of issues, and then discuss that with your site admin and team coaches. They may help you decide solution approaches. Thanks!
