How to automate the process of creating a new user in Jira?

One possibility to make this process more automated and streamlined would be using Atlassian Access integrated with something like Azure AD for automatic provisioning.

In cloud you can't create new users. You simply invite users to your instance. The user then, if he doesn't have an Atlassian account, will create a new account and then login to your instance.
Even if you sync your users from an AD and you give them product access, they still have to create by themselves an atlassian account.
So having said the above, you can "automate" the process by:
By doing the above, the users you will decide to sync to your instance, when synced, they will receive an email to create an atlassian account (if they don't already have one).

Hi Alex, thanks for responding.
In my org, we have a set number of Jira cloud licenses. Any new user who wants access reaches out to a Jira admin (through email), these admins then manually create an account for that user and gives them the required permissions.
This is a person depend process hence we would like to automate it.

It depends on a lot of factors and the process in your setup..
How do you currently do it manually? Do you have Atlassian access? Do you use external groups? Do you send the invites manually?

Thanks for responding. Presently in our organization we have dedicated Jira admins who manually create accounts for new user in Jira. The users drop in am email and depending on the needs the admins assign them the project and the acccess level like reader/editor/admin.

Like @Alex Koxaras _Relational_ said, you cannot create the new users directly in Jira cloud. Please read his recommendation in bullet points.
If you are using external AD, like @Vando Goncalves _e-Core_ said you will have to purchase Atlassian access to automate the user provisioning.
