If the dates for one story change (when the issue is either changed duration or scope) then the change has to propagate to other stories linked to it. For example if story 1 is linked to story 2 and story 2 comes after story 1 ie a block relation, how do I make the start date for Story 2 change if I change the due date for story 1 because story 2 has to start 1 day post completion of story 1. In PM terms a FS or a FS + 1 relation

Jira does not natively support automatic date adjustments based on dependencies between issues
You can achieve this functionality by using third-party apps. which provides Gantt chart functionality and allows you to create and manage dependencies between issues.
I recommend TeamBoard ProScheduler app that can help you manage dependencies and adjust start and end dates for your issues automatically in Jira.
