How to add users without assigning licence

if we want to add the end user who will not having direct access to the project in JIRA tool. But should be able add worklog by third party application. and admin can be able pull report of his activity.

I don't think so this is possible, you will need to provide the access in order to add the worklog.

Okay the use case is, We need a fulfiller user profile created in JIRA and the user is never going to login to JIRA. User's ticket's shall be updated from another 3rd party application. User can do the following action from the 3rd party application

1. Re-assign a ticket

2. Close the ticket

3. Change the ticket to different status

4. Add comments to the ticket

5. Add hours or time spent on the ticket.

All these shall be updated to the ticket via JIRA API triggered from the 3rd party application. So there is no necessity for the user to log in to JIRA.

In this case, can we just create this user's profile in JIRA with no/limited permissions so that a license cannot be associated to this profile?

Add a worklog on a project, even on a 3rd party app, is "working on a project". To work on a project you need a license. Without a license that user can't enter a worklog.
