As we have many project management docs, we want to use Jira as also a repository, please let me know how can use Jira as repository for all the docs and issues

JIRA is not supposed to be a document repository. For that purpose they invented Confluence.
You can integrate both and have links between issues in JIRA and documents in Confluence so I suggest looking at that.

Agree. Jira would be a very poor choice for doc repository. Consider Confluence, Sharepoint or other tool designed for the specific task.
