The Issue Layout we currently use has Start Date, End Date, Dev Complete Date and Planned End Date fields. Is it possible to convert these date fields into time + date so that time spent on tickets can be tracked hourly instead of daily?

Unfortunately, you cannot convert a custom field from one type to another. You will need to create a new custom field with Time + Date. Then copy the values over from the original field to the new field. And then you can delete the original custom field.
If you are using the system fields for Start Date and End Date, I believe they might already be capturing time. You would need to take a look at the values in a filter to see.
By the way, do not delete system fields - even if it it will let you.
