I am having many problems with issues being reopened. I need to be able to set this to inactive. I've looked at many documents about this but they only seem to tell me that is can be done but not how to do it. I can see how to update the notification, add it to a workflow, but not how to inactivate it. Please help!

I'm trying to understand the bit more about your problem. You mentioned that you need to be able to set "this" to "inactive". What does "this" refer to? Further what does inactive mean, is that a status or something else? You also mention some documents that are guiding you maybe you could share that in an effort to help me understand more clearly.
I was referring to the "issue reopen" system event. Sorry for the confusion but I did find my solution. I had the event triggering in the wrong transition.
