I need to create Epics, and then take that epic and make a test with user story.
Is there a way to do this in one step?

Welcome to Atlassian Community !
You can first create an Issue with Epic Type and the when you want to link any issue to that epic u can use Epic Link and connect that issue to that Epic Issue
