How can I know if I need to call personal report API or not?

I have read some information about storing personal data discipline:

And I was wondering if the data was gotten and stored from webhook, do I need to report the personal data as well ?

That is, the 3LO app that I create is only for creating webhook purpose, and the token I get will not be used to GET any other resources but only for creating webhook.

Any suggestion is appreciated. Thanks!
