How can I change the user portal announcements text color and font size

I was wondering if there is a way to change portal announcement text and colors.

I want to make the portal announcement really stick out.

There are some built in ways to change the text and color. I found the information while trying to change the Announcement banner for Jira (if you click on the question mark bubble, a guide will pop up in a new window).

Basically, for color:

{color: green}
Text
{color}

Just input the color that you desire for the text.
