How can I add an external user to JIRA when I am using an identity provider?

On my domain I am using Google Workspace SSO as an identity provider. I want to invite an external person to JIRA but the synchronization between Google Workspace and JIRA is deleting the account over and over again. 

 

How can I make this work, without having to add the user to our directory in Google?
