I am unable to receive any email notifications from JIRA. Everything looks setup correctly. See a screenshot below.

You might need to open a ticket with Atlassian Support as sometimes an email gets blacklisted due to some setup problems.
But first make sure that the emails are not getting stopped by a spam filter or some local mail server settings.
