I am really struggling with this for quite a while...

 

Is there a configuration in Jira (cloud) that allows me to send a notification to the board administrator any time a n issue under the board has been resolved?

You can use Jira Automation for this.  Using the same filter as the board query, you can use Automation to send an email whenever a ticket is resolved.
