Email Handler Not Authenticated

For about 6 months, I have not been able to connect my previously working emails. I assumed it was due to bugs I found at the time. Now, I can't find the Jira defects and the mail is still now working. 

I've used both gmail and outlook, existing and new accounts. 
Multiple oauths have been attempted 
Worked with our IT Director with no avail 

I need a way to automate emails based on comments again. Anything would be helpful, even a marketplace suggestion.

What have you explored as possible causes?

What have you tried to fix the problem?
