I am trying to delete users - but there is no option under Administration
to do this. The drop down box only mentions suspend. I need to reduce the number of users to 5 from 11 and the SaaS is making it very difficult to process my request.

Jira Cloud does not have its own internal users, it uses an Atlassian account, a Google account, or an Account provided by Atlassian access.
You can't delete users in Jira, you can only remove their access. You can delete users in the user management system you have configured for your Cloud servers, and you'll need to be an admin in that system to do it.
Inside Jira, all you can do is remove them from permissions, roles and groups.
You do not need to delete users to get the numbers down, and in fact, we recommend that you don't delete, just deactivate. Deactivated people can't use your site, and you do not get charged for them.
Deactivating doesn't work, it still counts the deactivated users in total users, I am getting emails too.

Click on details on the user,
Click on ellipses in top right > Remove Account
There is no delete account option as advertised everywhere though
