I am a Site Administrator and Billing Admin for our org.
According to the documentation here, the way to deactivate a user is to select "Edit user details" and uncheck `active`. When I look at user details from the users page under user management, there is no `active` checkbox. There is a `Has access on site` toggle.
If I disable site access for a user, are we still billed for that user? Is `has access on site` the same as `active`?

The documentation you found only applies to Data Center, the documentation for Cloud and access to products can be found here.
If you disable a user then you are not being billed for that user. Having site access count as an active user, but if you are not using Atlassian Access then that user would not count towards any of your application licenses.
