Any way to make this happen? We just started integrating Jira to our application. I did not read any explanation for this. Or do you have any other way to fully integrate JIRA?

I'm not entirely clear on the ask so I'll attempt to answer what I might be understanding, which is how to manage users OAuth tokens.
If you're wanting to manage apps via OAuth then we'd recommend reviewing OAuth 2.0 (3LO) apps.
If you're wanting to enable OAuth access to your Jira applications then please review Allow OAuth access.
If it's user management that you seek then you'll want to review Atlassian Access which will grant you control over an organization as a whole, more information at Understand Atlassian Access.
