Hi. I'm trying to set-up a dashboard gadget to count the number of re-open tickets in a project by assignee. I have used and tried to combine gadget with advance JQL filter but none of those techniques satisfy my need.

Can you share the filter that you are using?
You might try something like Project = ABC and status changed from Done to Reopened after 2021-05-01
That would show issues that are in the ABC project that moved from Done status to the Reopened status during the month of May. You can change out the status names for what you use along with the dates/timeframe.
