I tried to config Priority from Priority tab of Issues panel. Then what next step I have to do to display priority praram in Issue ticket when I create one

You have not shown us all of your "create" screen here, but I assume the priority is not appearing when you scroll down on it.
This would mean that you need one of your admins to look at your create screen and add the priority field to it.
