Can issues be created on a different status depending on label or reporter?

I'm using OnDemand so listeners are not an option apparently.
I was wondering if there's work around for assigning issues to a different status than the one normally assigned by the workflow on creation, according to some field, label or who is reporting it?

No, there's nothing. You need different issue types to hang the workflows off, or listeners to make follow-up transitions.
