403 Forbidden Error - Accessing Jira API

A user (who is a Jira Admin) has been unable to query the Jira API from the laptop - https://ports.macports.org/port/jira-cli/ 

Our organization's IdP provider is Okta.

What additional steps should be investigated to resolve this error?

Welcome to the Atlassian community.

The URL you provided implies that you are using a self hosted Jira product - Jira Server or Data Center. But you tagged your post as being for a Cloud deployment. "Cloud" deployment/hosting type means that you are using Atlassian's Jira Cloud SaaS product.

Which hosting type are you actually using?
