passing custom Dates filter to Jql Query

i have a requirement to get total open tickets from the start of project creation  and custom end date passed by the user

Could you provide a little more context? 
Do you want to see

• all the issues in project x before date y
• all issues in project x that were closed before date y
• all issues in project x that are still open after date y

Your requirement is a little confusing right now.
