how do i create a new template from a copy of an existing project

How do I export a Service Desk project from our test environment and use as a template to set up the Help Desk project in production.

I need all the schema's, custom fields, workflow, and structure, but do not want any of the data, (i.e. User, ticket info, etc)?

Can this be done with the 'Out of the Box' software without needing to purchase an Add-in?

Any input from Atlassian would be appreciated on this issue. We are interested in this service as well. Providing the ability to replicate projects that we may use for multiple customers would be ideal.

I don't think there is a simple "export/import" feature for project setup. 

You can't clone or copy a project without an add-on.

You could create a new service desk project and then manually associate it to everything you set up in the existing project, but it will be easy to miss or break something.
