i wanna knew if there are a file pathe to delete it or archive it

Archiving will not help you here. An archive just means "the data is all still there, it's just not shown in search or reporting unless someone specifically asks to include it".

You can not delete anything here either, if you want your Jira to continue working properly.

It looks to me like you are looking at a Jira attachments directory.  If you want to reduce the file usage in an attachments directory, then there are two things to look at:

• Look at the issues that the files are attached to, and delete either the attachment from the issue, or the whole issue.
• The "kepler attach file" directory is almost certainly being created and populated by an app (probably https://marketplace.atlassian.com/apps/1220708/kepler-attachment-fields-simple-multiple?hosting=datacenter&tab=overview) - you should do much the same as you need to do with the issues - identify what attachments it is holding, and delete them, or the issues they are attached to.
