can't find button "Upload an application" in an air gapped JS and JSM installation

We need to upgrade our Windows based JS and JSM setup from version 8.20.9 to latest LTS 9.12.4.

After we successfully upgraded via the installer JS, as always we need to upgrade JSM via "Upload an Application" in  Applications-Versions and Licenses page.

The link to upload an application is not there anymore!

Since it's air-gapped we can't reach the internet directly from the server.

How could we upgrade our JSM ? Thanks!

Hi Luca,

Could you show us a screenshot of where you expect to see the upload option?  Include the URL (but feel free to obscure or crop your server domain, we're only interested in the "where you are in Jira" part of it)
