We are in the EU, which means that all data needs to be stored in the EU.
When I go into Atlassian admin > Data Residency, there is nothing under "Location". There is no location pinned. Why? And where is the data stored?
I think, when it is not mentioned there (that's the case on our site, too), then it is the default. And, the default is "global" which is something like "not defined, can be anywhere, Atlassian even has the right to move it if it has to".

Aron is correct, the default data residency location is global. You can however request your data residency be pinned to a location.
You can navigate to admin.atlassian.com > Security > Data Residency > Move Product. This will move your JSM, Product Discovery, etc, but will not move any plugin apps. You can move any of the apps that support pinning data locations only after you pin your Jira instance data location.
