I'm having issues with Jira software users viewing issues from jira service desk. I have both applications separated, and me, as a jira service desk agent, i can link Jira Software Issues to my Jira Service Desk issues, and when accessing the Jira Software Issue i can see the links with SD issues and their status but my jira software users can't see it (appears failed to load).
My jira software users can't also see the SD Jira issues and are directed to the only public customer portal i have.
I'm using Jira service desk 3.8.
The only way i'm able to do what i want is to give application access to my jira software users but that will consume Jira SD licenses.

I guess your Jira Software users do not have browse projects permission for your service desk project.
