Also, please check the Conditions of the transition so see if only certain people can use this transition.

I would expect that you could transition it to On Hold but it might be that there are other restrictions in place.
Since there is no other way out of this status, On Hold should be the only option. When an issue is On Hold, it can also, only be transitioned to Deprioritized.
If you need other transitions to be possible, talk to your administrator to have you sorted out.

You should check to see if there are any out-going transition(s) to other WF statuses associated with the "Deprioritized" status. The most common cause is that whoever setup the customized WF for your project fail to setup any transition going out from the "Deprioritized" status.
This is was not the case, then you will need to then look into the condition(s)/validator(s) setup associated to the transition steps.
