We are in the process of test the Jira Service Desk with the go live target date of 02/11/19. While testing we found that SLA tracking has been turned on, we did not have it running when we were just using Jira internally. How can we turn SLA tracking off? Thank you. As a note we do not have any SLA's with our customers.

When creating a new JSD Project standard SLA metrics are created with it as example.
Go to the Jira Service Desk projects settings, go to SLA and delete all SLA metrics, done!

but what about hiding the SLA section on the ticket, even with the SLA's deleted it still shows.

You can have ScriptRunner installed, you can use its "Hide UI Element" fragment to hide the "com.atlassian.servicedesk.frontend-webpack-plugin:sla-web-panel-react" web panel.
