 Is it possible for the Executives  who do not have access to JIRA to see service desk tickets created by people in their group? If possible How?

In Jira Cloud, you can create a "Portal Only Account" that grants the user the ability to use the Service Desk Portal to view issues they have submitted. 

You can adjust it so that the users can view tickets in this way.
