My company uses Jira Service Desk on Atlasssian Cloud as a helpdesk. The service desk projects and system is setup so that everyone in the organization can created tickets and submit requests, with a few people setup as service desk agents. However, it seems that people who are in the global site-admins and/or administrator group for Atlasssian Cloud don't have permissions to create tickets in Service Desk. How can this be resolved?

@Brian Burke, that would be odd as it should be available by default. Please check the permissions scheme to ensure the admins have permission to create.

This project is completely out of the box, no changes have been made to the permissions scheme. Here's the list:
There are only a few people setup as users in Service Desk. Most users get access to the project / portal by this setting:
Who can access the portal and send requests to Helpdesk?
o Customers my team adds to the project
x Anyone with an account on https://xyzabc.atlassian.net
To allow anyone to send requests, change the Global settings.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
Look under permissions screen. You will want to ensure that your admin groups have the desired permissions. Can you place an image of what is there if nothing looks obvious?
