It looks like a new User Management for OnDemand Jira is different. My main issue is that I am no longer able to access it. I am logged into Jira, Click the user management link, and then I am prompted to log in again. When I do so, I get a white screen that only says "403 Forbidden. nginx"
Is anyone else getting this? Is there a work around?
The same happened to me too. Even if a user has got the admin access, he needs to be added in the site admins group to access the User Management. Please read the link https://jira.atlassian.com/browse/UNIFIED-26providing more details.
You are not the only one with this problem. Since 1 week, when I try to get the "user management" function, I receceive a new screen with this information : "We're creating a new centralized location for global administrative functions. As our first step, we've moved user management over and have simplified the experience." I'm invited to click on the "Leave Jira to go to User Management" button. When I do so, I receive the page https://ist-poc.atlassian.net/admin/users, which is not properly formated, and I'm not able to access my users management page.

Maybe your user doesn't have the correct permissions to access the user management. If someone else can access the user management, request for your user to be added to the site-admin group.
If no user has access, please create a request at support.atlassian.comand we'll help you out.
