Can I have the same functionality in Jira SD Server as in Jira SD Cloud on the Project Settings->Language Support page? Right now I can't find how to translate and edit translations for SD portals in Jira SD Server. Particularly translations for issue types, descriptions etc.

This is not currently available in that form in the Server version. You may want to look at an add-on such as Translation for JIRA Service Desk to see if that will meet your needs.
