As an example, I created a project in jira and added two organizations into it and added the email addresses of my clients to the organizations. While I can open a request to a customer, my customers can also request me, but customers from different organizations can not see each other. How can I do that?

The purpose of having different organizations is so that customers in one org cannot share with customers in another org. If you want all customers to be able to share with each other then they need to go into a single org. But that would be an abnormal use case.
The main responsibility is; While I am able to request a customer, my customers can only comment on the requests that have been assigned to them, but I want my customers to be able to request me. I have to open a separate licensed agent for them as well.

Your customers can make requests of you, they don't need to be agents or even Jira users.
I'm not sure what you have set up or why you think your customers can't make requests.
