JIRA Service Desk - Public Solution?

Is it possible to use JIRA Service Desk as a public-facing customer portal without burning a license per public-facing customer similar to how Zendesk works? Ideally customers could come to the portal and enter contact and incident information without having to signup.

Note: JIRA Service Desk is a plugin for JIRA. The JIRA Service Desk license type and user count must match that of the JIRA license it is being used with. For instance, a 25 User Commercial JIRA license will require a 25 User Commercial JIRA Service Desk license.
