Can we create a Jira ticket linked to a client without giving the client visibility on their portal?

Without knowing your customer permissions and organization setup, I can suggest the following:
If the ticket was created in Jira via the 'Create' button (and not via the portal) and isn't linked to a "customer request type" field ỏ similar field , even if the reporter is your customer, they normally wouldn't be able to see the ticket
