How to search for a phrase with SQL in a rule?

I need to create a rule that searches for the phrase "Planilha de Carga ES - 17/05", anyone knows what the command is? An exemple: (don't know what the code is)

Give this a try - 

text ~ "Planilha de Carga ES*".  Your error screenshot showing a "-" character, I believe this may be consider as a special character.  Therefore, it thrown the error.
