You can make the field Required in the Field Configuration used by the project.

You would need an app like ScriptRunner Behaviours to hide fields from certain users. Not sure it will work with that field or not. But there is no way to achieve what you are looking for with native Jira.

I want the below find mandatory only for customer. It should not be visible to customer
