How to get issue count compared to customer count

We're using SD to have customers certify that they've completed a process. We need to set the target count at the total number of customers for the project. The goal is to show a percentage complete in a Dashboard. I have the dashboard set up and it's counting the number of "completed" customers, but I can't figure out how to count the total customers. We're using a Filter Counts gadget. 

Edit: We have 147 customers in this project and 67 of them have completed the certification ticket. We need to show the 147 customers without hard coding it. We'd also like a way to show the % complete if possible, but showing the total customers (147) will do if that's not possible.

I don’t know of any means of getting customer count OOTB.

Thanks for the response Jack. If what we're trying to do is not possible, what alternate solutions/approaches would you recommend to solve this requirement? WWJD? ;-)
